Draft Landcom planning agreement to go on public exhibition
Landcom is offering to enter into a planning agreement with Wollondilly Shire Council for Stages 1-4 of its North Wilton development worth more than $35 million.

Landcom is offering to enter into a planning agreement with Wollondilly Shire Council for Stages 1-4 of its North Wilton development worth more than $35 million.
Landcom will provide almost $25 million worth of open space under the VPA as well as contributions towards roads and other infrastructure including community facilities.
Council voted at its November 25 meeting to place the Draft VPA on public exhibition and to receive a report on the outcome of public notification.
The ‘Panorama’ development comprises a 756-lot residential subdivision and medium density dwellings.
Council considered an initial letter of offer from Landcom at its March 2025 meeting relating to stages 1-4 of the development and asked Landcom to submit a revised VPA providing net community benefits “above and beyond” the Wollondilly Contributions Plan.
Staff reported that since the March meeting Landcom had been working collaboratively with council to come up with an offer “representing good value to the community and residents of Wilton”.
The revised offer represents $11.7 million of benefit more than the contributions plan.
Staff say it represents “significant value” and provides open space for the new residents of Wilton.
Landcom estimates the value of the seven hectares of open space to be more than $82 million.
Landcom’s development director for the North Wilton project, Jeff Williams, addressed council’s public forum on November 18 and said the offer represented a “genuine partnership”.
He said Landcom had listened to councillors and council staff and had revised its offer accordingly.
He said it would deliver a “great public benefit”.
When the revised Draft VPA was discussed at council’s November meeting Deputy Mayor Mathew Deeth said he was not convinced that the land being offered to council as open space was good enough.
He said some of the open spaces contained stormwater basins where people would want to play football.
Mayor Matt Gould said it wasn’t a perfect VPA but it was the best “given the circumstances”.
He acknowledged that Landcom had been working ‘proactively’ with council.
The North Wilton project will eventually be home to more than 15,000 people with 5,600 homes and 52 hectares of open space.
It will be built in approximately 10 stages over 25 years.
