EXCLUSIVE - 100 Apartments Proposed for Bowral Site

A major apartment proposal for Bowral has been recommended to the NSW Planning Minister for State Significant Development assessment under the Housing Delivery Authority pathway.

A major unit proposal for Bowral has been recommended to the NSW Planning Minister for State Significant Development assessment under the Housing Delivery Authority pathway.

The proposal relates to 112-116 Mittagong Road, Bowral and would involve demolition of two existing homes and outbuildings before construction of a residential unit development delivering about 100 apartments.

An earlier proposal for the site by owner Bowral Group Pty Ltd, involving 18 terraces was rejected by Wingecarribee Shire Council in 2025. Council records reveal several neighbours lodged objections.

According to Housing Delivery Authority briefing records, about 10 per cent of the apartments would be allocated as affordable housing for a period of 10 years.

The site comprises just over 5000 sqm along Mittagong Road, the main road between Mittagong and Bowral in the Southern Highlands.

Council rejected the earlier application for 18 terraces after finding the proposal was ‘inconsistent’ with the objectives of the R3 zone.

Council also found the development was ‘not in the public interest’.

That decision is now the subject of appeal in the NSW Land and Environment Court.

The authority briefing documents state the appeal ‘will need to be withdrawn’ if the new proposal proceeds under the State Significant Development pathway.

The authority recommended that the project be submitted as State Significant Development.

The authority further said the proposal adequately satisfied the objectives and criteria of the Housing Delivery Authority expression of interest process and met the criteria for a ‘major residential project’.

However, the authority also warned the applicant that a merit assessment ‘may result in development standards and dwelling yield lower than proposed’.
