Dimec matter adjourned as 42 charges proceed

A former local government employee accused of defrauding multiple councils of more than $1 million has had his case adjourned in Goulburn Local Court.

As previously reported by The Southern Wire, 59-year-old Martin Thomas Dimec is facing 41 counts of dishonestly obtaining a financial advantage by deception and one count of misconduct in public office.

The charges are alleged to relate to his work across three NSW councils — Goulburn-Mulwaree, Shoalhaven and Murrumbidgee — over a period of more than a decade.

Police allege the offending occurred between 2012 and 2024, during which time Dimec is accused of authorising and approving fraudulent invoices totalling approximately $1.29 million, with funds allegedly deposited into accounts under his control.

The matter returned to Goulburn Local Court this week before Magistrate Devine, where it was adjourned to 29 April for further mention.

Court records show all 42 charges remain before the court, with Dimec’s bail to continue unchanged.

As previously reported, Dimec was arrested in January and later released on strict bail conditions, including surrendering his passport, reporting regularly to Moss Vale Police Station and residing at a nominated address in Bowral which are not publishing.

The allegations span several senior roles held by Dimec in local government, including positions at Murrumbidgee Shire Council where he served as Director of Infrastructure, as well as roles at Shoalhaven City Council and Goulburn-Mulwaree Council.

Thirty-four of the charges are understood to relate to his time at Goulburn-Mulwaree Council, where the alleged conduct occurred between 2012 and 2016.

The investigation into the alleged conduct was led by the NSW Police Financial Crimes Squad under Strike Force Mullagh, established in May 2024.

The matter remains before the court and no findings have been made.

Dimec is next due to appear at Goulburn Local Court on 29 April.
