Four people charged in Goulburn.

NSW Police Force Operation Percentile is a proactive operation using an intelligence-led approach to identify and disrupt repeat retail crime offenders.

On Wednesday 17 December 2025, officers attached to The Hume Police District conducted an operation in the Goulburn shopping precinct, from 9am to 6pm.

During the operation, two people were arrested, four people charged, 7 shoplifting infringements issued, 18 people searched, 3 drug detections and 7 banning notices served.

About 5pm on Wednesday 17 December 2025, police were patrolling the Goulburn shopping centre as part of the operation, when they were contacted by a store employee who allegedly sighted a woman stealing a number of items and placing them into a pink bag. Officers responded and arrested the 24-year-old woman. She was taken to Goulburn Police Station and charged with shoplifting. She was granted conditional bail to appear in Goulburn local Court on Tuesday 20 January 2026.

About 10.40am on Wednesday 17 December 2025, police were patrolling the Goulburn shopping centre as part of the operation, when they stopped a woman outside a grocery store. They allegedly seized items which weren’t paid for from a number of bags, including meat, biscuits and cheese – totalling $33.55. Police also seized from the bags 2.02g methylamphetamine, 0.4g amphetamine & 0.94g cannabis. Police issued the 43-year-old woman with a field court attendance notice for shoplifting and three counts of possess prohibited drug. She was granted conditional bail to appear in Goulburn Local Court on Sunday 28 December 2026.


About 5.20pm on Wednesday 17 December 2025, police were patrolling the Goulburn shopping centre as part of the operation, plain clothed police allegedly sighted a man steal two drinks and place them down the front of his pants. A short time later the man was searched and police allegedly seized two drinks. The 26-year-old man was arrested after allegedly resisting and was taken to Goulburn police Station. He was charged with shoplifting and hinder or resist police officer in the execution of duty. He was granted conditional bail to appear in Goulburn Local Court on Wednesday 14 January 2026.
